India is promoting greater private-sector participation in the space sector to commercialise and scale mature technologies, while ISRO remains focused on advanced research, innovation and strategic space missions. The ISRO chairman recently clarified that “ISRO is not getting privatized as it is and will work with government investment.” There will be altered roles for ISRO, but it will not be privatized. He further stated that currently ISRO has 56 satellites in space, while the requirement is of 50 launches every year.

ISRO stands for Indian Space Research Organisation (ISRO). ISRO is India's national space agency. ISRO was established in 1969. It aims to use space technology for the development of the country. What is the New Role expected for ISRO?
The proposed role of the Indian Space Research Organisation (ISRO) envisions a shift from a full-spectrum manufacturing agency to a specialized, research-driven institution that spearheads an ISRO-led national space ecosystem, while enabling greater participation from private industry. The government wants ISRO to get involved in the following:

What Role will the Private Sector Play?
The private sector is expected to do the following:
- Build satellite launch vehicles. (GSLV, PSLV & SSLV)
- Build satellites and all other components used in space launches.
- Launch the satellites
- Build launchpads & control centres.
The government wants the involvement of the private sector because it aims to scale up the space economy from currently 8 bn USD to 40-45 bn USD by 2033.
What Steps have been taken by the Government in this regard?
The government has taken multiple steps:
- Setting up of INSPace: INSpace will act as an interface between ISRO and private parties, and assess how best to utilise India’s space resources and increase space-based activities. This will ensure greater private participation in the space sector.
- Liberalised foreign investment: Following levels of FDI is allowed:

- Establishment of New Space India Limited (NSIL): This is the marketing and commercial arm of ISRO.

Challenges
- Lack of a comprehensive legal mechanism (A space law) when private players' involvement increases.
- The law is necessary to address any security concerns.
- Liabilities will be undefined in the absence of a law.
- Very high to high gestation period. Will the startups sustain till the time outcomes start coming? What happens if any space startup goes bankrupt during this period?
- Security risks can increase.
- Management of space debris, which is a rising concern in itself.
Way forward
The way forward should be focused on a smooth transition, not a transition done in haste. ISRO will have to do a lot of handholding of the private entities. But on the other hand, it should also look forward to transitioning. ISRO needs to walk in the direction that NASA walked once, while understanding the domestic realities.
