India is transforming its space sector by enabling private companies to undertake rocket production and commercial launch operations, reducing ISRO’s direct role in these activities. The Indian space sector is moving towards privatisation. This simply means the role of ISRO is getting altered. ISRO, since its formation in 1969, focused on developing end-to-end space capabilities. Some of them are intended to be delegated to the private sector by the GoI.

 

What was the Role of ISRO?

 

The Indian Space Research Organisation (ISRO) has evolved from being the sole provider of space activities into an enabler, mentor, and key research and development institution supporting the privatization of India’s space sector. ISRO was involved in the following:-

 

  • Building launch vehicles & launch pads.

  • Focusing on national needs like weather prediction, security, earth observation, communication and such like.

  • Launching Inter planetary missions like Mars Orbitor Mission, Chandrayaan series, etc.

 

What is the New Role Expected for ISRO?

 

ISRO is expected to move away from routine manufacturing and focus more on advanced research, innovation, and complex space missions, while private companies increasingly undertake rocket and satellite production. The government wants ISRO to get indulged in the following:-

 

  • Deep R&D missions. (main focus)

  • Focus on future inter planetary missions like Chandrayaan 4 (expected to be a sample bring back mission from the moon), Venus Orbiter mission and such like.

  • Focus on manned mission to space (Gaganyaan)

 

What Role will the Private Sector Play?

The private sector is increasingly taking on end-to-end manufacturing, assembly, integration, and commercial operations for India’s launch vehicles and routine satellites. Meanwhile, the Indian Space Research Organisation (ISRO) is shifting its focus toward advanced research, next-generation technologies, and complex deep-space missions. The private sector is expected to do the following:

  • Build satellite launch vehicles. (GSLV, PSLVSSLV)

  • Build satellites and all other components used in space launches.

  • Launch the satellites

  • Build launchpads & control centres.

 

The government wants the involvement of the private sector because it aims to scale up the space economy from currently 8 bn USD to 40-45 bn USD by 2033.

 

What Steps have been Taken by the Government in this Regard? 

The Indian government has transformed the national space sector from a state-dominated model into an open ecosystem by enabling private-sector participation across the entire space value chain.The government of India has taken multiple steps:-

  • Setting up of INSPace: INSpace will act as an interface between ISRO and private parties, and assess how best to utilise India’s space resources and increase space-based activities. This will ensure greater private participation in the space sector.

  • Liberalised foreign investment: Following levels of FDI is allowed:

  • Establishment of New Space India Limited (NSIL): This is the marketing and commercial arm of ISRO.

  • Financial Support: Special venture funds & capital packages are established to back space domain startups.

Challenges

 

  • Lack of a comprehensive legal mechanism (A space law) when private players' involvement is increasing.

    • The law is necessary to cater to any security concerns.

    • Liabilities will be undefined in absence of a law.

 

  • Very high to high gestation period. Will the startups sustain till the time outcomes start coming? What happens if any space startup goes bankrupt during this period?

  • Security risks can increase.

  • Management of space debris is a rising concern.

Way forward

India is expanding private-sector participation in the space industry by enabling commercial launch vehicle production and strengthening an industry-friendly regulatory framework to accelerate growth in its national space economy. The way forward should be focused on smooth transition not a transition done in haste. ISRO will have to do a lot of handholding of the private entities. But on the other hand, look forward to transitioning also. ISRO needs to walk in the direction which NASA walked once, while understanding the domestic realities.
