The Union Cabinet has approved the proposal to establish an Integrated Transport and Logistics Authority (ITLA) as an apex body for integrated planning and coordination in India’s transport and logistics sector. The authority aims to reduce fragmented planning and promote multimodal transport infrastructure.

Why in the News?

The Union Cabinet, chaired by Prime Minister of India Narendra Modi, approved the setting up of ITLA as a Special Purpose Vehicle (SPV). It will strengthen research, planning, project appraisal, monitoring and impact assessment across the transport and logistics sectors.

What is ITLA?

The Integrated Transport and Logistics Authority will serve as an apex coordinating body for transport and logistics planning.

Its major functions will include:

  • Integrated transport planning
  • Research and policy support
  • Project appraisal and monitoring
  • Impact assessment
  • Data collection and analytics
  • Promotion of multimodal infrastructure

Long-Term Transport Plan

ITLA will prepare a long-term Transport Plan covering major transport sectors. This approach is intended to bring different modes of transport under a more coordinated planning framework.

It will include:

  • Roads
  • Railways
  • Ports and shipping
  • Civil aviation
  • Inland waterways
  • Coastal shipping
  • Urban mobility
  • Logistics

Addressing Fragmented Transport Planning

Transport infrastructure in India involves multiple Ministries and agencies. Separate planning and implementation can create coordination problems and reduce the efficiency of infrastructure development.

  • ITLA will promote greater coordination between these institutions and encourage multimodal integration.
  • This is expected to improve the efficiency, sustainability and effectiveness of transport infrastructure.

Project Appraisal and Monitoring

ITLA will evaluate short-term sectoral plans of around five years and annual plans of transport Ministries. These plans will be assessed for consistency with the National Transport Master Plan.

For major infrastructure projects:

  • ITLA will undertake technical appraisal of government transport projects costing ₹500 crore or more.
  • Financial appraisal will continue through existing mechanisms.
  • Projects costing more than ₹500 crore will be monitored during implementation.
  • ITLA will provide a coordinated mechanism for resolving implementation issues.
  • It will conduct post-implementation impact assessments.

Unified Transport Data Repository

ITLA will create a unified transport data repository by bringing together data from multiple sources. The collected data will support planning, monitoring, and impact assessment through data analytics.

Potential data sources include:

  • GST Network (GSTN) e-way bill
  • FASTag
  • VAHAN
  • GPS-based systems
  • Urban traffic management systems
  • Other relevant transport databases

Link with National Logistics Policy

ITLA will also support the review and updating of the National Logistics Policy, 2022.

It will contribute to:

  • Logistics-sector capacity building
  • Training and skilling
  • Policy review
  • Better coordination across the logistics ecosystem

Significance

The proposed ITLA can help India move towards a more integrated and multimodal transport system. It can improve coordination between different transport modes, strengthen evidence-based planning through data analytics, and improve monitoring of large infrastructure projects.

Conclusion

The creation of ITLA is aimed at overcoming fragmented transport planning and creating a coordinated framework for India's transport and logistics infrastructure. Its focus on multimodal integration, project monitoring, unified data, and long-term planning can support more efficient and sustainable infrastructure development.
