- Common No Objection Certificate (NOC) introduced to eliminate repetitive clearances.
- Progressive Improvement Notice: Institutions can fix minor deficiencies before re-inspection.

4. Examination Reforms
- Paper setters, moderators, and examiners to be selected only from Centers of Excellence.
