PM-JANMAN Scheme

Context:
  • Recently Prime Minister Narendra Modi released ?540 crore as the first instalment of funding for pucca homes under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) to one lakh Particularly Vulnerable Tribal Group (PVTG) beneficiary families.
  • This is done as part of the recently-launched PM-JANMAN package for the overall development of PVTG habitations.
  • Prime Minister has been at the forefront of a transformative initiative which is aimed at uplifting vulnerable tribal groups and reshaping the future of India.
About the scheme:
  • PM-JANMAN was launched particularly for the socio-economic welfare of Particularly Vulnerable Tribal Groups (PVTGs).
  • It was launched on November 15 on the occasion of Janjatiya Gaurav Diwas.
  • PM-JANMAN has a budget of approximately ?24,000 crore that focuses on 11 critical interventions through nine ministries.
  • The scheme is aimed at improving socio-economic conditions of PVTGs by saturating PVTG households and habitations with basic facilities which include safe housing, clean drinking water and sanitation, improved access to education, health and nutrition, electricity, road and telecom connectivity, and sustainable livelihood opportunities.
About PVTG:
  • Tribal communities are generally identified by some specific signs such as primitive traits, distinctive culture, geographical isolation, shyness to contact with the community at large and backwardness.
  • Along with these, some tribal groups in particular have some specific features such as dependency on hunting, gathering for food, having pre-agriculture level of technology, zero or negative growth of population and extremely low level of literacy.
  • These groups are called as Particularly Vulnerable Tribal Groups.
  • According to the 2011 census there are total of 75 PVTGs out of 705 Scheduled Tribes which are spread over 18 states and one Union Territory (UT), in the country.
Government of India follows the following criteria for identification of PVTGs in the country:
  • Pre-agricultural level of technology
  • Low level of literacy among the tribes
  • Economic backwardness and
  • A declining or stagnant population.
